Why doesn't the Cycling exercise on Samsung Health record heart rate while connected to Active2?

[Android Central Question]

If I start a Cycling exercise on the phone it does not record heart data as it does when I start the exercise on my Active 2. I like to use the phone as a bike computer while riding, but I have to sacrifice heart rate data.

It also doesn't know if both are running so you get 2 exercises. Not useful.
