I've seen a lot of discussion on this on youtube. But this feature is only available outside the US. Anybody has knowledge about this as to when will this be enable in the US side?

I think you are using the Google messages app and not samsung messages app. I guess OP is asking about the updated Google messages app released specifically for Samsung S series.

Had to delete my post because it contained personal information. You might be correct but based on the subject line and the question asked I believe OP is referring to the standard Google messages.

The default is definitely Samsung Message, not Google Message is installed on F3. I've installed Google Message and test, RCS feature was not enabled. I have an unlocked F3 and really want this RCS feature activate.

Ok, my ATT is taking sweet time to connect. Finally connected after reboot. Upon testing, i'm not being able to see other side typing or read indication. Is there something else i need to install?
Now its just a waiting game to get verified
