Long story short I purchased this as an open box item at Best Buy. Who ever had it before enabled the Reactivation lock feature. I'm assuming that why even after a hard reset it keeps telling me I'm trying to login through the wrong Samsung account.
I am pretty sure you are stuck and should return it unless someone else has a special way to override this.
When I purchased my S2, the Best Buy guys were talking about how they couldn't sell these open box because of this activation lock. I still see an "open box" option though on BB's web site. Hopefully they are telling people who return them to deactivate this lock (unfortunately that didn't happen in your case).
