Turn off step-counting?

I'm not really sure how this works, but it seems like the S2 always counts steps even when S Health isn't activated. I'd like to turn this off, but can't find an option to do that.
There is a toggle in the S Health app on the phone, but it's grayed out and just gives the message along the lines that "step data will automatically be transferred from Gear to phone").

Are you trying to turn the step counter on the phone off or the watch? The watch one turn off I believe, it will always count them.
