Samsung Pay for regional carriers

I bought a S6 from ntelos and need to know the update procedure for smaller carriers. Do I need to wait until by ntelos decides to give us the update for Samsung pay or is it something that's can be done on my own? Ntelos says it's an app that's can be downloaded. This is not the case as far as I know. I bought this phone as a replacement for my broken iPhone and thought it would be cool feature to have. Now I think that my phone will not be updated to the nature of the process.

By the way, I'm on 5.0.2. This is the latest update according to the update feature on the phone.
