Why does my tablet garble and blur Skype video and voice?

My tablet garbles and blurs Skype video and voice.

I have done the echo test with no problems. When I transmit incoming and outgoing blur and voice is intermittent.

Welcome to Android Central! How's the wi-fi connection? Does this happen on other wi-fi networks? If the wi-fi network's internet connection isn't great, it might contribute to choppiness.
