Get information from getNeighboringCellinfo

Hello to all,
I'm new. I hope that is the correct place to write my problem.
The problem is this:

I would like to programmatically retrieve information of nearby cells (LAC, MCC, MNC, dBm etc. ...) .
I have read that using getNeighboringCellinfo you can retrieve this information. I found that Samsung devices (I'm using a Galaxy S4) do not support this feature so the method returns null getNeighboringCellinfo.

I would to know if anyone knows another way to retrieve this information.
