Should I be authenticating users against a local database?

I'm building an Android application which I want to make available to users offline and it will automatically synchronize with an online database when an internet connection returns. Since I want to allow them to log in without an internet connection, is it safe and secure to be downloading the users table to the local SQLite database on the phone and authenticating against that? I'm looking for best practice here, thanks.
