How can we sell messages with recurring payments method?

We are developing an messaging service application in which we want to charge our clients on messages we send them. We know that Stripe and ChargeBee like sites can be used but we are looking if you have solution.

You want to send random phones messages and charge them for receiving them? In most countries that would be considered theft or fraud. The user has to agree to be set messages and pay for each one, and downloading the app can't be considered affirmative consent.

We are developing an Application that stores Users Messages and send it on a specific date they want, and we will be charging our clients for storing their messages and sending it on specific date. We are developing the application using Xamrin.

Any existing credit card charge code would do it. In order to complete the storage, you put a hold on the card for that amount, to expire a week after the requested send date. Then, during sending, you charge the card. If something went wrong, and the message never got sent, the hold would expire a week later.
