Why do I have to repurchase paid apps?

I just bought a Sony xperia Z5 Comact, upgrading from a Sony xperia M2 or something i think it is.
Anyway, I run Nova Launcher Prime on the old phone and wanted to run it on the new one aswel, but when i go to the Play Store it asks me to pay for it again..

Before anyone asks, yes it is the same google account I'm using.

Only thing I can think of is that I don't have a sim card in the new phone yet (micro sim in old phone mini sim required for new phone or vice versa) as i haven't got round to it yet. Would this be the issue?

Hi, welcome to the forums! The SIM card shouldn't be the problem. Once you buy an app it will be linked to your account and you should be able to download it in different devices. For example, I've got Nova Prime in all my phones and I didn't have to pay for a second time.

Are you trying to download the Prime key from the Play Store or from Nova settings?

If nothing works you should contact Nova support.
