Problem connecting Safari to Internet

Device Nexus 4G used as tethering & portable hot spot, it connects to Ipad but internet is blocked.

Are you saying you have the Nexus S 4g? This is the Galaxy Nexus part of the forum here.
Do you have the tethering service from Sprint? What tethering app are you using if you don't have the tether addon?
Are you running a custom rom, or are you stock still?

I am using the stock nexus S 4 G from sprint.
The tethering that comes installed on the phone.
Seems to connect both devices but the internet is blocked.

You still need your account provisioned to use it. Otherwise its blocked. Call sprint or root and use a different program.
