Code name Android fastboot issue

I am running CNA and want to push over and install rom manager touch using fastboot, but when I launch fastboot and type fastboot reboot, it just says waiting for device. It worked fine on gb, so I'm confused. USB debugging is enabled in the developer options menu, and I even installed the latest version of PDA net. Any ideas?
