Car charger that actually charges phone if using GPS + Pandora?

My current car charger (from Samsung) does not actually charge the phone if I'm using both GPS navigation and Pandora. Instead, the phone LOSES charge! This makes no sense! It should be impossible as it should be able to at least get 100% of the power from the charger.

If I just use GPS, it'll charge the phone but insanely slowly. Clearly, not enough charge is coming through the charger.

Does anyone know of a car charger that will put through enough power to charge the phone even if I'm using both Pandora and Navigation?

I use a car charger that I bought at the local Sprint store. It keeps up a charge while listening and using GPS, as long as I keep the screen at 70% or lower, which is plenty bright enough.

I use this exact one as well, and it is great! I run both Waze and Sensorly while driving and it still charges!
