Can you flash an i9000 kernal on the new cognition? I know its not an i9000 rom, so didn't know if this would work.

I'm trying to find a way to use the jk4 modem on the new cognition because the modem that came on it sucks in my area.

Or at least trying to find a better alternative. Any suggestions?

I think you can flash a i9000 kernel, so long as you also flash a compatible modem. I do think, however, that if you do that on a KB1 base (cognition), you will lose bluetooth. Maybe that it no longer true, but I am pretty sure it used to be.

Have you tried plain ole JI6 modem? That always worked real well for me on 2.2 base.

Yes. Please note, it has been a while since 2.2 for me. :)

Usually for Cog, the gain from i9000 kernel/modem was HSUPA (iphone upload speed). It really makes very little difference, except for comparing speedtest.net screenshots. Actual usage is almost undetectable for me.
