accessibiliyt in settings

I did a search and only came up with one thing in Motorola for SD cards. So here is my question. It say some accessibility app is required to activate> Now is this for Vision Impaired and certain Disabilities. I found the one so I can use my hearing aid. Still I have vision problems and want to know if this is for that or something to do with the Internals of the phone to open different things?

I'm just starting to read about side-loading and rooting along with trying to understand the code stuff. In RIM that stuff was easy but I am NO developer.
