Noticeable delay from dialing to number ringing

Spoke to Samsung and AT&T about this several times and got nowhere other than each doing finger pointing at the other.
Samsung says it is a connectivity issue, in otherworders how the phone is connecting to their Tower and how busy the tower is.
I have made numerous calls where I have a full 5 bars 62db/59 and sat waiting for 20 to 40 seconds before it starts ringing.
Anyone have any ideas. I've had numerous other phones in the same general location and never had that type of specific problem in past.

This to be a network issue. On my Note and wife's S3 on Rogers there is a significant delay. Yet Taiwan, same phones, we could get over fast connection was. Put It down to lousy North American networks.

I had a OneX prior and other phones and did not have this kind of issue or long delay
