Can't upgrade to ICS

Every tome I check ATT for a software update, it says my software is already the most current version. Why does it not let me update to ICS?

I believe since this is a new software version and not an actual update, you can only install per Lies.

The carriers are letting the hardware vendor decide. Especially in the wake of the Sony Xperia Play mess, and more recently due to Apple's attempt to take over the world....
