Can I get rid of it? Disable it?

Yes. Settings>Application Manager> swipe over to all apps, scroll down to Google search, and click on it. You will see 2 buttons, Force Stop and Disable/Uninstall updates. Uninstall needs to be done first before any disabling can be done.

I am not sure, if I had to guess, I don't think so.

After I went through the disable process I reactivated google now to get voice dialing back. By ignoring the nag screens that came up when I first hit the mic button, I was able to get rid of all the "helpful" notifications that kept popping up. I'm hoping that helps with the battery. It was getting a bit sketchy.
