Where is "WHERE" on Inspire 4G and/or AT&T?

I was searching for "WHERE" on my Inspire and couldn't find it. Then I went to market.android.com, found it there but when I tried to install it it said "This item is not available on your carrier"
On the vendor's site, under Q&A I found this:
"On AT&T feature phones and BlackBerries, WHERE can be found in two places: you can find it preloaded in the GPS folder on your phone?s menu page OR you can search for it in MEdia Mall"

I searched for it in those 2 places but couldn't find it.
Any ideas? Why it's not available on AT&T?

if ATT is blocking access to an app, like this or PDANet, do the following:

1. put into airplane mode
2. turn on wireless only
3. go to market and download app
4. after downloaded and installed, turn off airplane mode.

I did this to get PDANet and it worked.

The problem is that the app is not visible in the Market... I can not download it.

You need to either root your phone or download the .apk filae and install it from android sdk using ADB ... both a pain in the @SS to setup... but rooting is well worth it

The problem is that the app is not visible in the Market... I can not download it.

If you perform the steps I mentioned it will, I just tried it myself. I also did the same thing for PDANet.

and now, thanks to you, I can use my laptop to send SMS if I need that functionality (never know) along with tethering.
