T-Mobile Galaxy S4 - my led indicator does blink when I receive a message

I learned my screen was replaced after buying the phone so when I receive a messages the led light does not blink.the light works when I reboot the device only.I have reset the device but no change, anyone ever experience this before?

Even tho this is the Note 2 section... have you checked Settings > Display > LED Notification? There are a few toggles for the led in there.
