What does the Android 'power saving mode' actually do?

The only thing I can find that the Power Saving Mode does is shutting off sync and dimming your screen. Is that really all there is to it? This is not a matter of my decision to use it. I am simply trying to figure out its list of features, which is nowhere to be found. At least, I couldn't find it.

Many thanks and I have Android 4.0.4., if it matters.

Thank you for the replies. The problem is that this doesn't really answer the question. I know how to use it, I know the tips. What I'm wanting to know is what does IT do when in power saving mode (not to be confused with custom power saving mode)?

I guess the answer is that there is no answer. That's too bad.

(CPU power saving probably caps the processor speed at a lower speed.)

I don't quite understand what you mean when you ask what does IT do when in power saving mode. It's following the protocols of the power saving mode. The default power saving mode is likely what you first see if you select Custom Power Saving.

I have noticed when I have it on my Note 2, there is a lot, and I mean a lot, of stutter when scrolling pages. I leave it off.
