4.3 Update - Certain contacts not ringing

Hi, so after the 4.3 update, I've various issues. Poor battery life, on my Favorite Contacts widget, all the links died so I had to re-add all the contacts to the widget. Also, those contacts specifically all lost their custom ringtones. Recently, I've noticed that certain contacts do not audibly ring. The phone still vibrates and goes through the whole ringing process before sending them to voicemail, however, no sound is ever made. I've tried changing the custom ringtones, assigning the contacts stock android ringtones, assigning them the default ringtone and then changing it to a stock ringtone etc, all to no avail. Anyone have any ideas? I'm still stock Android. I've considered rooting but for a while I was a big ISIS user (I live in a test city with insane discounts) and I hear I won't be able to use that after rooting. Appreciate any advice y'all can offer. Thanks.

First thing to do is backup any important information.
Second thing to do is a Factory Reset.
Third thing to do is clear the system cache in Recovery mode.
