I flashed the developer edition ruu to skip the T-Mobile tethering restrictions. I was not able to find a work around using the t-mobile stock rom and I prefer to stay stock. Tethering works fine when converted to the developer edition but of course no wifi calling. Is there a way to add wifi calling to the developer edition?

Not sure if you can on stock rom. I think the functionality Tmo gives with wifi calling is baked into the device firmware. Now though you can use alternatives, like talktone and groveip. Are they as seamless as what Tmo does? Not really, but the functionality is there though.

I think not. Xda has been trying to get that wifi calling out of the stock ROMs for awhile with no luck.
