My HTC one is in a boot loop

HTC ONE from Tmobile
The image is M7UL PVT SHIP S-ON RH

When I turn the phone on it stays in a loop and never load to the HTC screen.
I tried setting to factory setting, and also doing a recovery on it and it goes right back into the loop.
Oh! I have the HTC SYC MANAGER ON MY PC but my phone never connects. The message I keep getting from the HTC syc mgr is this "Device is unavailable, Please reconnect your device."
I really do need some help on this one.
I have can't get anything (firmware) on to the device to re image it.

Please help.

Can you get into boot loader mode (turn off phone then turn it back on and hold power and volume down) just fixed my phone with similar problem
