If the vibrant like other android devices just press the icon with your finger until it vibrated and slide it where you want it. If you go to your apps screen and press the icons there you caan move them to homescreen.

Yes, go to the app drawer, click menu, click view type, click customizable grid. click menu again, click edit. Now you can rearrange everything.

Click the. Applications button, then. Change view type to. Custom, then click the menu button. Hit edit. Then. Drag and. Drop icons.

Be warned. Though, only the middle. Two buttons can be. Rearranged.
