Recent Apps button gone and notification bar will not drop

I have a Joy 1 model 9027W
Andriod Version 8.1.0
Baseband Version MT6739
Kernel Version 4.4.95
Build Number 1ATRUMR1
Custom build version alps-mp-o1.mp1-V1.141.2_tb8765ap1.bsp_P12

This is a new device and it the process of setting it up and getting all the updates the recent apps button disappears and the ability to pull down the notification header bar to clear alerts also goes away.

Any ideas on how to get this functionality to return. Also was getting an error that the UI had crashed.

Steps taken so far:
- Factory reset and re-intalled apps one at a time.
- Removed login security as that was not functioning either after updates

Welcome to Android Central! Are you talking about the Alcatel 3T tablet? Try wiping the cache partition: https://support.t-mobile.com/docs/DOC-38732.

Also, you posted in the T-Mobile forum -- the carrier forums are typically for questions about the carrier's network, plans and policies, etc. For device help, it'd probably be better to move this to the General Help forum. Let me know if you'd like me to do that.
