My Note 3 uses 14gb of the 15 from factory settings

My note 3 says i only have 1gb of free space on the bottom but on the seperate bars it says i have enough space i got mine from my mother and did a hard reset to get as much space as i needed but somehow the phone thinks it uses 14gb i've also tried to put apps on my 8gb sd card but it says failure and asks for a write access is there any way to fix this?

I believe your phone has to be rooted to get write access to the SDcard for apps now. Google doesn't let 3rd party apps have access anymore by default. I use Link2SD app to access mine but I'm rooted. You can try it though.
