I saw Amazon carrying Samsung Galaxy S4 from AT&T but without a service plan. I'm wondering what does that mean?

Is this an unlocked phone? I could buy this and insert a sim card from another network?

It just means you pay the full price instead of the 199 advertised price.

Thanks for the reply. So it means it is still locked to AT&T?
