    I am looking for a good, reliable, offline maps app that supports the built in "Move to SD Card" function on the AT&T Samsung Galaxy S4. I have tried RMaps but it is just too slow and not very good quality.

    I know that Google Maps can let you offline certain areas (for some reason some areas seem to be 'protected', like Tokyo), but I'm not certain it lets you move the data to App2SD. I've tried CityMaps2Go and some other apps but they're all painfully slow or just plain ugly. Google Maps is still my go-to app.

    For some reason the new and updated Google Maps does not let me download offline maps. Thanks anyway

    It does, it's just hidden... (IMHO the 'new' app and web layout sucks, and so many useful features have been removed and/or been hidden away). Zoom out to the general area you want to save for offline use, hit the SEARCH button (the looking glass), scroll down to the bottom and there's the option to save the map.
