Can anyone give me some help with LTE Speeds and AT&T Straight Talk?

Question about LTE Speeds, AT&T Straight Talk

i have a AT&T Galaxy S3 not unlocked and its running on AT&T 4G LTE via Straight Talk, i am located in the Columbia,SC area and the LTE speeds i am getting are questionable. i am not throttled, i dont use cellular data that often, I'm on Wifi majority of the time, Anyways i ran a speedtest the speeds were

Latency Ping 200ms

Download 16.36 mbps

Upload 11.15 mbps

are these speeds the same on an AT&T contract or Gophone? the latency regardless of where i am is never under 150ms.

Does Straight Talk cap the LTE speeds?

Any help can be greatly appreciated!

In Central NJ at 2am. Samsung Galaxy S4 Active on AT&T 4G LTE (contract plan)

Ping 79ms
Down 21.74Mbps
Up 8.64Mbps

But I've seen my 4G as low as 12Mbps download at peak times. Try different servers too, I think that may be effecting the latency. 200ms does seem a little high.
