To help me with making pixel art, I'm looking for an app that can zoom in on images, which doesn't automatically smooth the pixels. Firefox does this, but has a very limited zoom. Opera zooms in much farther, and shows hard edges while actually zooming, but smooths the image once I stop touching the screen. A web browser would be the most convenient, but any image viewing app would do, really.

Have you tried QuickPic? I think it does what you're asking.

I'm looking for the same thing. QuickPic don't do the trick and i didn't found any where the smoothing option is can be disabled. Is this really that damn difficult?

One solution would be to use the "pixellate" filter in my camera effects app - Drawcam. Google Play
You can control the pixel size, tiling bevel and outlining. There is also a tessellate filter that might be of interest (as well as 20+ other filters which are highly configurable - see at bottom). Depending on device memory, can handle up to around 3000 pixel/side images.
