1% battery increments?

Ok, we know it can be done. CM7 and MIUI both have 1% battery increments. So...is there any way someone can create some kind of flashable way to get 1% increments on ANY ROM? Or does it have something to do with 2nd-init?
I'm not savvy enough to figure it out is why I'm asking all of you!

install motocharge (or others like it) will get you a temp fix

battery circle in the market shows 1% increments and works great on my DX. I know this is an older thread but its useful info.

You could ask Jared Rummler of the Liberty team. Hes on twitter. I know most circle batteries nowadays are widgets(even if they go into your notification bar)so they eat more battery, which seems to be a complaint amongst the crowds pertaining to them.
