2+ amps on USB A

Anyone have any ideas why the Nexus 6p won't pull more than 1.5 amps on a properly built A to C cable? I understand why it doesn't pull 3 amps but most decent chargers can supply 2.4 why not pull 2 or even the 2.4 amps the old USB spec can supply?

The cable itself may be the limiting factor, OR because it's a C cable, the charger can't properly determine what your phone can safely pull and falls back to the 1.5a
 
This is the result I get using the supplied A to C cable included with my Nexus 6p. I would hope it would be if high enough quality to handle 2 amps.
