2 quick questions. (root and tether)

I have been away from android for a while now. I just have 2 questions about the Verizon HTC One

1: Can it be rooted if it comes with KIT KAT installed
2: Are you able to tether? Don't care how to get it to do it. I just want to know is this even possible? If so I will get rid of my old back up phone (razor m)

I just got it in the mail and it is 4.2 which if I understood correctlyis that I can use foxfi which doesn't require root. Is there anyway to block the ota update

There is a mobile hotspot feature that you can use, unless you still have unlimited data then I can understand the whole tether

Im unlimited. Right now I keep puttingoff the update and I'm using foxfi
