3G/4G/4G Lte

Whenever I am on 3G/4G I cannot accessed the internet. Phone says 4G with 2-3 bars, but no internet access. Is this normal? I have no issues connecting with 4G Lte.

For me, 1-2 bars on 4G usually = no reception. 2 bars on LTE, I'm usually ok (though it's not exactly blazing fast)
