3G and WiFI Radios Turning Off Automatically

So I notice a lot of times when I turn on my phone that I'll have 3g and wifi both off (they i had them on before turning off the screen). Sometimes only 3g will be on even though I have wifi and know it works from my location.

Other times I'll be using my phone and suddenly both WiFi and 3g will shut off then turn on again.

This happen to anyone else? and any idea if a reset would fix this?

I know that theres a setting in wireless and networks on your phone under mobile networks that turns 3g off when your screen is off. I prefer my phone to do that it helps with my battery life.
