3rd Party access to ICE number

With all the security on phones these days. If you were in an accident and someone was to try and find your next of Kin (ICE InCase of Emergency) how would they do it ?? Shouldn't there be a built in feature that you could turn on that could put a ICE box on the lock screen so when someone maybe Paramedic picks up the phone they can push that without unlocking the phone and be connected to your next of Kin or ICE contact.

Is there this functionality already ??
