As the subject, for me that's potentially a very good new feature in 4.3 crippled :-(

Being able to use Users in 4.2 was a great feature if sharing a tablet in a family, but you had to marry this with an additional app to lock out Settings etc. I was really hoping that with Restricted Profiles I could now do this natively without a third party app, but in Restricted Profiles you can't set Settings to 'off' !

What settings are you trying to turn off? Wifi, Bluetooth, GPS access? I think on your main account you can make sure so they don't allow access to location. Otherwise I don't think theirs any settings that they can really mess with.

I do wish I could allow the play store though 1) Wallet is a separate app. 2) So I can install kid apps on the the restricted profile without them being on my account.

Well, absolutely everything in Settings really, turn the whole thing off. It seems like a missed opportunity by Google, hopefully it get better with each new version of Android.

I think I was a little confused about this new feature, in that I thought it allowed you to add a new 'user' and allow you to lock down or prevent access to various native apps such as Settings and Chrome.

Well I found out I can click unistall in the settings, not sure if it allows to go through with it. Yeah profiles are still in progress. You can't access chrome or anything native. Except settings, and well whatever else you allow.
Though how is not being able to turn off settings a huge missed opportunity? Restricted profiles don't allow the playstore, internet, or wallet access. Which is pretty much the big deal around these profiles.
