With Evo and 4G (I haven't had a 4G signal yet) and with 2.2 Froyo, are we supposed to be able to use the Evo as a hotspot, or even a single wifi connection, without having the Sprint Hotspot charges. I've read different things, but one said with 3G one needs to have the Sprint plan, but with 4G we can get the Hotspot built into 2.2 Froyo (that I haven't found yet.)

Wait what,???? I think you are VERY confused. I have and pay for the hotspot feature, I get both 3g and 4g and tether them to my ps3 and other phones and devices. The hotspot feature is built into the Android OS, no need for any modifications. Is your phone rooted? If you go to your settings and click on hotspot it will turn on and you can play with the settings. You might not have 4g around you. The only way to get free WiFi hotspot feature is if you root you Evo, other wise you have to pay for it. Or you can go to the Android market and get a app I think is called pda net and its $10 and you can plug your phone into a computer or any usb port that can use it as a connection. Look on the market for different apps.

2.2 allows for tethering, has nothing to do with the Sprint Mobile Hotspot, thats extra through Sprint. Now if you are rooted, you can use Android Tether for free.
