4g connectivity and speeds

I live in Boston and the 4g speeds and connectivity are very inconsistent. The connection goes in and out. and the speeds are only about 3mps on a good day. I have been to other cities, Boca and Vegas for example, and the speeds are off the charts. 20mps+. Is this a Boston issue? I also tested the 4g on a droid razr maxx hd in the local Verizon store and got the same speeds. Please advise.

All depends on area. I sometimes get 38mbps then ill text again later and ill get 15
