Noticed that sexy 4G icon when I was leaving work today, stayed on the whole way home but switched back to 3G near the airport. Google Play was crawling when I tried to download speedtest... Does this mean it will be switched on soon?

They are probably testing it. They need the towers on in order to do that. So yes it will be coming soon.

I stated seeing it in January. They still haven't launched it, but we had some very odd weather all spring

That's user fed LTE coverage, via Sensorly app. there may be additional LTE coverage in that area. There was LTE coverage in Portland, Oregon 6 months ago, Sprint just "launched" Portland the other day.
