4Gb Storage: Why can I only use 1.6GB?

My phone says I have 4GB storage but I can only use 1.6GB of it? Why is this? How can I access all that other space?

If you see below it confirms how much space I have and how little (except for Apps) I am using. And I dont have any SD card. Any advice how I can make the phone use all the available space?

Of the 4GB, only a few are left to the user for use. Everything else is used for the ROM/operating system of the device. I didn't think that much storage would be used on a 4GB device; however, it appears that it is. The only way to make up for that lost storage is to use an external SD card, which your device accepts. Be sure to save photos/videos to the external SD card.
