$50 kindle fire tablet keeps re-downloading apps?

Got amazon's $50 fire tablet for $35 as part of black Friday deal. When my little brother plays it in his kid profile, he taps on a game and the icon darkens and a circle starts spinning.
I assume it's downloading the game, but why does it have to do that everytime? We live in a rural area and have very slow Internet so it takes forever to download.
Any suggestions? Should I remove the kid profile and let him use my profile with parental controls?

Unfortunately I think I'm going to have to do the same thing
