A good app manager to restrict certain apps from starting up?

Is there an app manager out there that can restrict apps from starting up at start up and to prevent them from restarting?

Clean master keeps informing me that Skype and some other apps keep restarting and using up resources. I don't want to delete them because I occasionally use them. But if I'm not using them, there shouldn't be a reason for them to be running, imo.

You can disable the apps in the app manager on your device. Keep in mind some apps are required for other apps to work so be aware of that. But disabling is the best way and you can also hide them too.
