Welcome to Android Central! Do you know for sure that there's a system update available, or is that the screen you see as soon as you go to the System Update menu?

The A20 is a 2 year old budget phone, so it wouldn't surprise me if Samsung no longer planned to update it.

Are you using a VPN?
