Abyssmal Upload Speed on AT&T

Hi! Newbie poster here but long-time lurker on the Crackberry forums.

I just got a new Nexus 6p. I'm running it on AT&T and get LTE service. Although my upload speeds are a decent 10Mbps - 15Mbps, my upload speeds average at an abysmal 0.2Mpbs - 0.5Mps, with very infrequent spurts up to 1Mbps.

I don't think it's a network issue. My Blackberry Priv on AT&T gets the same download speeds but has upload speeds at a more normal 2.5Mbps - 3Mbps, with bursts up to 5Mbps.

I also checked the APN settings but as far as I can tell, it's correct and exactly the same as the ones on my Blackberry Priv.

I'm inclined to think that this is a defective device and I should send it back. What do you guys think?

Are these upload speeds in the same exact spot from the Priv or are they around town?
 
Have you tired other locations?

BTW I'm getting lousy upload speeds on Verizon, sometimes less than a megabit but it has hit 12Mbits in one measurement. My last measurement on my N5 on AT&T (taken outside of the Verizon store in Nashua NH) was 50.8 down and 16 up. The best that I've seen on the 6P on Verizon is 38 down and 12 up, but usually it's much worse than this. I've been attributing this to Verizon.
 
I have the same issue with AT&T. I went to the store, and of course the speeds were great there...
