Accessing SVoice or Toolbox from Lock screen?

Can anyone provide the set up for the following on an S5:
- Activating SVoice from lock screen. Double tap of home button doesn't work on Lock screen, works otherwise
- Have Toolbox active, appears on all screen except lock screen
