Ad pop-up help

Just started Sunday I believe. I started getting pop-up ads on my home screen, on any app I'm running. I can't do anything until I X out of the ad.
I have searched the net on this. I also believe it's ad choice pop ups. Most of them say it somewhere in a corner of the pop up. I have deleted apps I thought could be it. I have gone in play store to see what was last thing running.
I have downloaded, paid for and ran Kaspersky. I even got blokada 3.7, even did malwarebytes.
Nothing is finding it.
Hopefully someone can help. I have link to the photos of what I'm seeing. Looks like it happens in play store. But if you look while on Samsung internet it's on the bottom in 1 photo. Then the top in another.. Never seen those ads there before.

Thanks, for the help. So far it looks like it was Note pad 2018. Not sure when or how I got it. But I know I've had it for awhile. There was a bunch of updates I had to do. I know that was one of them. So it must have been in the update. Either way thanks for the walk through. Appreciate your help!!
