Add "Mobile Data" shortcut to home screen?

Hi. I'm running Nougat on a Huawei Nova Plus.

Recently I added a shortcut to my home screen which simply opens up the settings app to the mobile data screen. The shortcut is labelled "Mobile Data".

I use this shortcut to keep tabs on my data usage, not to toggle the actual use of data.

My question is this: how do you create this shortcut? I've forgotten how I did it, and don't want to lose it.

On my LG phones, I use an app called "QuickShortCutMaker"
