Some phones hide the system Files app, such that it's not readily accessible to the user unless you're in using a Share menu. If the app isn't available to you in the App Drawer, then you probably can't create a homescreen shortcut for it -- at least not using the stock launcher. You could try installing a 3rd party launcher like Nova and see if that gives you the option.

Also, in case the stock launcher has the option to hide apps, make sure the Files app isn't hidden.

That screenshot of the system Files app looks like it probably showed up in the process of sharing something, but it's hard for me to know for sure. You generally can't open this app on its own if it's not in your App Drawer.

Our discussion of an app drawer assumes that your launcher uses an app drawer (or that you're using that option), since some manufacturers (especially Chinese ones) like to have an option for the homescreen to show all of your apps, without any app drawer (i.e., similar to iOS).
